Maggie McCullough is the CEO and Founder of PolicyMap, a leading geospatial data and mapping platform. She has had an extensive career in local, state, and federal government, having worked for the City of Philadelphia’s Office of Housing, the Governor of Pennsylvania, the Office of Management and Budget in DC, and within the U.S. Department of Housing and Urban Development. Maggie left the Department of Housing and Urban Development to apply her public policy experience and expertise to analytical work within the CDFI Reinvestment Fund, where she participated in housing-related research and analysis for several of its public sector and foundation clients. These experiences, along with an amazing team, enabled her to conceive of and launch PolicyMap in 2008 – an application designed to make complex information accessible and actionable to a broad audience. Today, the platform is a trusted partner for organizations across academic, banking and lending, government, health, housing, nonprofit, library, real estate, and retail industries.
Maggie holds a B.A. in Economics and Political Science from St. Joseph’s University and a Master’s in Governmental Administration from the University of Pennsylvania.
Craig has nearly 25 years of experience leading software initiatives in a variety of settings. He spent the first part of his career in the e-learning space, working for an industry leader before becoming an independent consultant. During his time consulting, he entered the GIS space through online mapping startup Placebase and then 3D-L. He holds a B.A. from U.C. Berkeley and an M.A. from the University of Southern California.
Matt joined PolicyMap in 2018. In his role as Vice President, Finance & Administration, he is responsible for the overall finances of PolicyMap, the preparation of all financial reports and budgets, capital and investment strategy, and business operations. Prior to joining PolicyMap, Matt spent ten years at Reinvestment Fund, most recently as the Managing Director, Financial Operations & Analysis, where he was responsible for corporate and business line budgeting and forecasting, managing lending capital liquidity and asset-liability management, providing business intelligence, and acting as the business system administrator of the corporate ERP system. Mr. Soloff holds a bachelor’s degree in Finance and International Business from Penn State University.
If you have ever called PolicyMap or participated in a training, chances are you have talked to Phil. Phil joined PolicyMap in 2008 and is responsible for tech support and customer service. Given his level of engagement with PolicyMap users, Phil is an integral part of product development, testing, and quality assurance. Phil has a degree in Architectural Design and Computer Application Development from the University of Oregon and is a certified MCAS and CCNP.
Magdalen joined PolicyMap’s Data Development team in 2023. With experience in community-based research and program evaluation, she has spearheaded projects in areas including food insecurity, government programs, and economic development. She received a Fulbright research grant to study local wheat supply chains in Northern Italy. Magdalen holds a master’s degree in food studies from New York University, where she concentrated on data analysis and geographic information systems.
Almog has been a web-based GIS developer for over ten years, and his role at PolicyMap is lead front end/JavaScript developer. An early team member at online mapping pioneer Placebase, Almog participated in the development and refinement of the API that powers PolicyMap. Over the years he has worked on numerous varied enhancements to the application, where he has cultivated a thorough knowledge and an extensive expertise of the PolicyMap platform.
Brian joined PolicyMap in 2016, bringing with him a diverse professional background having worked in the private, public, and non-profit sectors – most recently with a county planning agency doing mapping and spatial analysis. He also has experience working on complex projects with state and local public sector clients. Brian holds a Master’s in Community and Regional Planning from Temple University and a Bachelor’s degree from the University of Notre Dame.
Throughout his career, Daniel has managed teams deploying a range of systems and software—from basic web services to large-scale web hosting with load-balanced clusters, database replication and redundant upstream links. An active participant in open source software communities, he has contributed directly to the development of the PostgreSQL database and the PHP scripting language, both of which are integral to PolicyMap’s work. Daniel is originally from Brazil.
Kristin joined PolicyMap in 2012, conducting spatial analysis and data processing, managing key projects, and working with clients around the country using data to increase access to high-quality childcare. Kristin is passionate about community development and holds dual Masters Degrees in Public Policy and City and Regional Planning from Rutgers University.
Aaron joined the PolicyMap team in 2022 and has a strong background in account management and inside sales. He is responsible for helping to drive customer engagement and for building positive relationships with PolicyMap’s customer base. Aaron graduated from the University of Delaware with a dual degree in International Business and Marketing.
Jacinda joined PolicyMap in 2021, bringing with her a background in geographic information systems, data analysis, and public policy. In her five years with PolicyMap, she has developed expertise in client management and data analytics, leading projects in areas including affordable housing, community development, and social determinants of health. Jacinda holds a Master’s degree in Public Policy, a Graduate Certificate in Geographic Information Systems, and a Bachelor’s degree in Political Science from Temple University.
Robert is a liberal arts graduate who found his calling in the technology space, where he has thoroughly embraced the open source world of Linux and Postgres. His role on the PolicyMap development team includes managing the vast geo-database that powers the application as well as many system administration tasks. He also manages the loading, troubleshooting and final quality assurance on all data. He holds a B.A. from U.C. Santa Cruz.
Tom brings to PolicyMap a strong ability to understand a customer’s issues and needs and connecting them to solutions. He has over 20 years’ experience in sales, client training, and project management, predominantly in information databases, software and custom information workflow.
Owen McCarthy joined PolicyMap in 2022. He manages the team that curates, updates, and ensures the quality of data inside PolicyMap, and has nearly 15 years of experience helping organizations of every size make better decisions with data. Most recently, he lead teams in deploying enterprise data science solutions for state and local governments across the country, and has performed research and program evaluation in areas including homelessness, college access, youth employment, and HIV treatment funding. He holds a Bachelor’s degree in political science from Boston University.
Ever since he began programming on his Atari as a kid, Kevin has had a love of computers. He searched widely to find an application that excited him and found a home with PolicyMap, where he indulges a long-time interest in maps and demographics. He has developed and enhanced a wide range of the back-end features of the application. An experienced and enthusiastic user of open-source software, Kevin holds a B.S. in Computer Science from Shippensburg University of Pennsylvania.
Jazmyne joined Policy Map in June 2022 as the “Senior Data Services Analyst”. She plays an integral role by creating new, unique data indicators derived from the combination of public and proprietary data using rigorous statistical methods and curating data for our online data/mapping services. Her research and data expertise developed while at Rutgers University-Camden, where she obtained her doctorate in Public Affairs and Community Development. Originally, from Los Angeles, California, Jazmyne obtained her Bachelor’s in Sociology from the University of California-Irvine. Currently, Jazmyne holds a Master of Public Policy from the Bloustein School and a Master of Science from Rutgers Camden. While in school Jazmyne has developed and completed various end-to-end research projects for nonprofit organizations, private companies, and state agencies. Taking her problem-solving skills to data analytics and tech brought Jazmyne to Policy Map.
Betsy joined PolicyMap in 2014 working in outreach to the academic and public library market. Prior to that, she worked in the online information industry including 12+ years with Thomson Dialog in strategic account management, subject training and customer support for the pharmaceutical, business and intellectual property markets. She has an undergraduate degree from Villanova and a MSLS from Drexel.
Hannah joined Policymap’s Product and Client Solutions team in 2024. She previously worked as a Sustainability Coordinator for Bryn Mawr College, where she managed sustainability data and boosted engagement with green initiatives. She also interned with the Philadelphia City Planning Commission in transportation. She earned her bachelor’s degree from Bryn Mawr College with majors in Growth and Structure of Cities and Environmental Studies with a focus area in Food Systems.
Julia joined PolicyMap in 2024, bringing her experience in public health, quality improvement, and health education. She is interested in data visualization, health disparities, and leveraging data to drive health equity. Julia holds a bachelor’s degree in urban studies from the University of Pennsylvania.
Lauren joined PolicyMap in 2017, bringing with her a broad range of mapping and data analytics skills. She has experience working with on-the-ground community development projects and is passionate about supporting environmental initiatives. Lauren holds a master’s degree in City Planning from the University of Pennsylvania, and a dual Bachelor’s degree in psychology and sociology from Bard College at Simon’s Rock.
Ian joined PolicyMap in 2024, bringing with him over two years of data analysis experience in the policy field. Prior to joining PolicyMap, he spearheaded data management and analysis at the Stewards of Affordable Housing for the Future, where he worked to advance affordable housing policies supporting healthy, sustainable, and equitable homes. Ian graduated from the University of Maryland with a Bachelor of Science in Economics and Bachelor of Arts in Japanese Language.
Olivia joined PolicyMap’s marketing team in June 2023. Olivia is a highly organized communications specialist with experience in social media, digital media content creation, and interpersonal communication. They hold a B.A. in Communications and Public Relations from La Salle University.
Darion Porter joined PolicyMap’s Data Services team in 2020, bringing with him experience in spatial analysis, research methodology, and program evaluation. Most recently he conducted public health research and spatial analysis for Public Health Management Corporation in Philadelphia. He is interested in data accessibility, transit, and public health. Darion holds a Bachelor’s degree in Environmental Studies from Temple University.
Helene brings more than 20 years’ software development experience to the PolicyMapTech Team. She started in the early days of digital print design, and then spent years in CD-ROM development before finding a home with semantic Web. Prior to joining PolicyMap, Helene worked with a consultancy that specializes in UX design and development. There, she led teams that helped bring together representatives of design, business, and IT, ensuring that each end product met its design, accessibility, and technical requirements. With PolicyMap, she returns to her passion for crafting accessible, maintainable user interfaces. She holds a Bachelor’s in Economics from Bryn Mawr College.
In 2021, Faith joined PolicyMap as the first marketing team member. She has been instrumental in shaping our brand and driving our marketing strategies forward. Faith oversees all marketing initiatives across multiple platforms to drive sales, engagement, and retention. She is an expert in all things related to content strategy, channel optimization, segmentation, and analytics. Prior to PolicyMap, Faith studied at Syracuse University, graduated with a dual degree in marketing and advertising, and worked in NYC for over 8 years.
