Transmog becomes accessible to players after completing the Prologue and reaching the location of Kyovashad. At this point, you can visit the Blacksmith and wardrobe in town. Keep an eye out for items that have the Unlocks new look on salvage attribute, as these are the ones that can be salvaged and used for Transmog purposes.
